It is on a watercolor on canvas of Still Life. that's all I know about it.

One of the characters is 新 meaning "new" and romanized as xin (sounds a bit like "shin").

In Japanese, it is usually pronounced "shin" but can also be pronounced various ways when used as a surname, given name, or personal name:

OK, the other character might be 磐.

Pronounced "pan" in Mandarin, or often "Han" in Japanese. It can be a given name.

Meaning: firm; stable; rock; boulder; crag; cliff; anchor;

Other Japanese pronunciations:
